Departent of the 1st December 1925, enclosing a copy of a telegram addressed to the Governors of the straits Settlements and Hong Kong regarding the mission of Mr.V.M.Jmith to the Far East to mquire into the specific bearing on Indian interests of the present Chinese movalent, I am directed by Mr.Secretary Amery to invite reference to the reporta made by Mr. Smith to the Government of India, copies of which it is understood have been sent to the Foreign Office,

2. Mr.Amery desires that the attention of Jir Austen Chamberlain may be drum to the emphasis which Mr. Smith lays on the inadequacy of the intelligence service at Canton and Hong Kong. He proposes, subject
